General Policies

The Utah North Area Recreation Properties are camp facilities developed for use by Church youth and families. They provide a location where the Young Women Camp Program can be implemented. They also provide a setting where Young Women, Young Men and families can enjoy outdoor experiences "away from the world" in which the Holy Ghost can be heard and felt so that each can come to know he or she is a child of God.

This document is intended to define the administrative functions, guidelines, and procedures that have been established for use and management of the camps. It is within this framework that stakes, wards and families create and carry out their programs applying principles of the Gospel in a camp setting. Guidelines and procedures may change from time to time as the camps are used and mature.

General
  1. Generally Camps are not to be used on Sunday unless approved by the Host Stake President and the person responsible for scheduling the camp.
  2. The First Presidency have given permission for recreation property use for Young Women Camps on Mondays with the approval of a member of the user's Stake Presidency.
  3. In the past it has been suggested that the charge for YW groups from stakes and wards not assigned to a camp be $10 per person, However, we are now recommending, based on past experience, that the fee schedule for all groups, including Young Women groups, generally be based on the daily estimated cost of operating and maintaining a camp. It is strongly encouraged that all groups, including those from the stakes assigned to a camp, pay a user fee based on the time of use and the cost of operating and maintaining the camp. The rate for assigned stakes and wards could be modified to take into account the volunteer labor provided by those units. Separate charges should be made for the use of such items as pavilions, swimming pools, lodges, and cabins.
  4. A deposit of $50 to hold each reservation will be due to the camp agent stake within 21 days of the date the reservation was made. Checks should be made out to the camp agent stake listed at the top of the property website. This deposit will only be refunded after the reservation has been used and the camp left in an acceptable manner. The camp fees should be sent to the same address at least 2 months prior to the scheduled date. If Cancellation is done 40 days before the scheduled arrival 50% of deposit fees will be returned, if less than 40 days notice is given no refunds will be made.
  5. Even though the web site generally lets groups schedule any open campsite (subject to priority levels), local property schedulers have the right to move groups to other campsites within the same property that are more appropriate for the group size. This is to encourage efficient use of recreation properties.
  6. When stake or ward Young Women Camps are in progress no other groups with male attendees are to be scheduled into the camp at the same time unless there is ample space to keep the two groups separate. Local Priesthood leaders will make the final decision.
  7. Stake Young Women camps from assigned stakes in the Utah North Area have the first priority in scheduling a camp for each new scheduling year. For this reason, it is anticipated that in planning the use of each camp preference continues to be given to camping activities by the Young Women. Thus, assigned stakes are encouraged to schedule all of their planned stake and ward Young Women camps prior to the date on which the scheduling will be open to all stake Young Women camps from the Utah North Area (the second priority date). The web site will not accept reservations from non-assigned users until the second priority date. Prior to the date of the second priority, the assigned stakes can select a few other dates for significant stake functions. All scheduling by the assigned stakes prior to the second priority date should be done by the camp scheduler in consultation with the camp operating committee which consists of a representative from each of the assigned stakes. All reservations made by the assigned stakes before the date of the second priority must be posted on the web site before that date. The camp scheduler or some other responsible person should make sure that all scheduling by the assigned stakes is completed and posted before the date of the second priority. Stake Young Women Camps from unassigned stakes within the Utah North Area will have the second priority. Ward Young Women camps from the assigned stakes within the Utah North Area will have third priority, and ward Young Women from unassigned stakes within the Utah North Area will have fourth priority. Stake Youth conferences within the Utah North Area will be given next priority prior to opening to all others in or out of the Utah North Area. The exact dates available for scheduling by Young Women Leaders and others for the season following the current season are published on the web site in a box adjacent to the "Availability Calendars."
  8. For the purpose of definition: a Young Women's Camp includes any group of young women with adult leaders that use a camp overnight.
  9. Church policy suggests that where feasible Church Service Missionaries be used to care and manage the campgrounds rather than full or part-time employees.
  10. Young Women Camps are to run Monday or Tuesday through Friday unless local priesthood leaders desire a shorter time frame. Check out time is to be no later than noon of the last day. Camps can then schedule other groups and activities for families as they see fit to fill remaining times in a given week. Camp usage will be available Monday through Saturday. For 2006 it is anticipated that Young Women camps will begin June 12th or later depending on conditions at the camp and every week thereafter ending on August 11th. Many camps will open earlier in the spring and stay open longer in the fall. Check the individual sites for exact dates. Local Priesthood leaders will make the final decision as to opening and closing dates.
  11. Ward and Stake Young Women leaders are encouraged to reserve their desired camps prior to the end of priority period listed on the home page. After that time the scheduling will be opened to all other groups.
  12. All Recreation Properties including camps are now insured under the self-insured programs of the Church. This includes both property and liability insurance coverage. You may cancel any insurance policies you now have on our camps.
  13. Limited Church funds are available each year for camp capital improvements projects. Maintaining existing facilities is the responsibility of assigned stakes using fees collected from user groups and families. Requests for capital improvements are to be made by the agent stake president in written form and forwarded to the Area Seventy by the 1st of each year for approval.
  14. Stakes acting as camp agent stakes should rotate this responsibility with other assigned stakes, not earlier than every 3 years. The new agent stake should work together with the outgoing agent stake for the last 12 months to assure proper training in camp operation and continuity in camp improvement and maintenance projects.
  15. Each camp agent stake should include in the camp organization a Webmaster who can both populate and maintain the new web site.
  16. Stake Presidents and Bishops should make every effort to encourage their organizations and families to use the mountain recreation camps in the Utah North Area. By so doing we can help generate the funds necessary to maintain these wonderful facilities.
  17. Each Scouting unit or group that attends a camp should have in its possession a valid tour permit issued by their local BSA office.
